Crown Court: Request interim payment via the CCD Portal under Regulation 14 (2013 Regulations) as soon as the report is delivered. 
Magistrates’ & Youth Court: Utilise the "Disbursement-Only" or "Hardship Claim" (Para 4.28 of the 2022 Standard Crime Contract). This prevents firms from having to "finance" expert fees out of their own cash flow.

1. Standard Payment Terms 
Our standard terms of engagement require all invoices to be settled within 30 days of the invoice date. Please note that payment is a contractual obligation between this firm and the instructing party and is not contingent upon third-party assessments (such as the Legal Aid Agency). 
 
2. Statutory Rights & Late Payment Policy 
In accordance with the Late Payment of Commercial Debts (Interest) Act 1998, we reserve the right to charge statutory interest and recovery costs on all overdue accounts. 
Statutory Interest: Overdue invoices accrue interest at 8% above the Bank of England base rate. With the current base rate at 3.75%, the applicable annual interest rate is 11.75%, calculated daily from the date the debt becomes overdue. 
Fixed Compensation: Per the 2013 Regulations, a fixed recovery fee is applied to every late invoice to cover administrative costs: 
£40.00 for debts up to £999.99 
£70.00 for debts from £1,000.00 to £9,999.99 
£100.00 for debts of £10,000.00 or more 
 
3. Operational Continuity 
Timely settlement is essential to ensure project continuity and the availability of our Expert Associates. While we aim to resolve all billing enquiries professionally, Criminology Services Limited proactively pursues outstanding debts through Money Claim Online (MCOL) to secure County Court Judgments (CCJs) where necessary.

Remember: the LAA is tasked with ensuring "Value for Money" while maintaining the integrity of the Justice System. To help their caseworkers identify why this instruction meets the Exceptionality Criteria, we suggest highlighting these specific markers in your CRM4
 
1. Navigating the "Specialism & Scarcity" Hierarchy (CRM4) 
The LAA assessment process relies on identifying the "Exceptional Nature" of an instruction. To assist the caseworker, we suggest categorising our services into the following two tiers in your CRM4 application, as per the LAA Guidance on the Remuneration of Expert Witnesses (April 2025)
Tier 1: "Specialised" Expertise (Para 2.2b)
This applies to niche fields with limited national availability (typically fewer than 40 recognised experts), including Modern Slavery & Human Trafficking, Cannabis Farming, and Drug Market Analysis. 
Tier 2: "Specialised + Scarce" Expertise (Para 2.3)
This applies to disciplines facing a critical national shortage (fewer than 3 or 4 independent experts), including Gang DynamicsGang Slang, and Drill Music Analysis. In these cases, the LAA identifies a "National Shortage," which necessitates Enhanced Rates and National Travel to ensure a Fair Trial. 
 
2. Justifying "High Seniority" (Para 2.2a) 
To help the LAA process an Enhanced Rate, the application should highlight the expert’s High Level of Seniority. Rather than using generic "Psychology" or "Risk Assessment" codes, we recommend referencing the expert's Academic Pedigree (Doctoral/Professorial status) as a benchmark for Consultant-level authority. This provides the LAA with a recognised professional tier for complex forensic decoding [1]. 
 
3. Strategic Travel & National Coverage 
Due to the "Specialised + Scarce" nature of these fields, Dr Harding provides National Coverage across England and Wales. When applying for travel authorisation, it is helpful to inform the LAA that: 
No Local Alternative: Because of the national shortage (Para 2.3), there is no "local" equivalent expert available. 
Reasonable Adjustments: Any requirements for private hire (Taxi/Uber) or overnight accommodation are requested under the Equality Act 2010 to ensure the expert’s health and fitness to provide testimony are maintained [2]. 
 
4. Expediting Disbursement Recovery (Reg 14 / CRM7) 
To help the LAA release funds to your firm promptly, we suggest utilising these standard administrative mechanisms: 
Disbursement POA (Payment on Account): Under Regulation 14 (2013 Regulations), you can claim 100% of expert fees as soon as the report is delivered [3]. 
Hardship Claims (Para 4.28): For Magistrates’ or Youth Court matters, if an invoice exceeds £450, a CRM7 Hardship Claim allows the LAA to settle the disbursement independently of the main case costs [4].
